Structural Steel vs. Prefab Building Systems: HS Code Matters for Export

One classification decision can determine whether your steel shipment sails through customs or gets hit with anti-dumping duty. The difference lies in how the goods are declared.

Raw structural steel (HS 7216 / 7228)

Declared as raw sections, these face anti-dumping measures in dozens of countries and attract the highest scrutiny.

Fabricated building components (HS 7308)

Fabricated, drilled and prepared structural components declared under HS 7308 are treated as building parts, not raw steel — a materially different tariff position in many markets.

Prefab building systems (HS 9406)

A complete building system supplied with drawings, connections and accessories is classified as a prefabricated building, which sits outside most raw-steel anti-dumping orders entirely.
